【摘要】:1.1Thisguidecoversinformationforincorporatingactivityanduselimitationsthatareprotectiveofhumanhealthandtheenvironmentintofederal,state,tribalorlocalremediationprogramsusingarisk-basedapproachtocorrectiveaction.Activityanduselimitationsshouldbeconsideredearlyinthesiteassessmentandremedialactionselectionprocess,andshouldbeconsideredanintegralpartofremedialactionselection.Intheeventthatanappropriateactivityanduselimitationcannotbefound,theusermayneedtorevisittheinitialremedialactionselectiondecision.1.2Thisguidedoesnotmandateanyoneparticulartypeofactivityanduselimitationbutmerelyservestohelpusersidentify,implementandmaintainthetypesofactivityanduselimitationsthatmaybeappropriateinprogramsusingarisk-baseddecision-makingapproach.1.3Thisguideidentifiesscreeningandbalancingcriteriathatshouldbeappliedindeterminingwhetheranyparticularactivityanduselimitationmaybeappropriate.Thisguideidentifiestheneedtodeveloplong-termmonitoringandstewardshipplanstoensurethelong-termreliabilityandenforceabilityofactivityanduselimitations.Thisguideexplainsthepurposeofactivityanduselimitationsintheremedialactionprocessandthetypesofactivityanduselimitationsthataremostcommonlyavailable.1.4Thisguidedescribestheprocessforevaluatingpotentiallyapplicableactivityanduselimitationsandusingscreeningandbalancingcriteriatoselectoneormoreactivityanduselimitationsforaspecificsite.Theguidealsodescribessome"bestpractices"fromatransactional,stakeholderinvolvement,andlong-termstewardshipperspective.Theguidealsoemphasizestheimportanceofconsideringtheneedfor,andpotentialapplicabilityof,activityanduselimitationsEARLYintheremedialactionprocess.1.5AllreferencestospecificFederalorstateprogramsarecurrentasofthedateofpublication.Theuseriscautionednottorelyonthisguidealonebuttoconsultdirectlywiththeappropriateprogram.1.6Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
